Actually you're thinking of Sephiroth's appeal to adolescents. Because once you look past his chiseled features, long sword & incredibly emo fashion......he's an incredibly weak minded & just plane boring villain. Kefka has actually DONE evil things to earn his spot as MOST LETHAL FF villain....I mean how many FF villains have beaten & scattered heroes, changed the FACE OF A PLANET & CONQUERED IT, & in general actually ACCOMPLISHED what they set out to do? I'll give you a hint...it's a VERY short list of FF Villains & Kefka is at the top. NOTHING that seph did can hold a candle to Kefka's abominations.

Kefka is a generic evil clown. Who gives a fuck what he did? Only 8-year-olds; lol, it's like saying "my dad could beat your dad in a fight", when your dad is a homeless alcoholic. He's a very one-dimensional character with a simple personality, a simple plan and simple motives, and that makes him a boring villain.
And btw, quite a few FF villains have done what you said, and all of them had more personality than Kefka. Even Cloud of Darkness lol.

So... comparing Sephiroth to a mamma's boy is like saying Zeus hurling Hephaestus off mount Olympus was like a spanking.
Kefka vs Sephiroth is a difficult one though, because Kefka was batshit crazy, and endearingly so because it's a very easy mental jump to have a batshit crazy jester progress to batshit crazy powermonger in the right circumstances, which they did.
Sephiroth was a more menacing villain in the sense of how he got into the heads of the protagonists and had enough mystery to his growth as a presence to be the reason he stuck in everyone's minds, so I put them relatively equal on a different playing field.

I don't know most of the bosses on that list, but of those I know, I believe only Red deserves to be there.
There are plenty of Zelda bosses more fascinating than Ganon, and Psycho Mantis was leagues ahead of Big Boss.
Bowser is plain boring, and Green and Cynthia are just Champions whom you never get to challenge until your team's been weakened by the rest of the Elite 4. Nothing fascinating, really.
Of course, you didn't read that it said FINAL boss instead of mid level boss. Yes, Psycho Mantis IS fascinating and I know many a person who would love to have a spinoff about him alone, but he wasn't the final boss.

Kefka over sephiroth especially considering ol Seph's ENTIRE PURPOSE is based on a lie he fed himself....such a weak, easilly dupped mind trapped inside an admittedly impressive body. Kefka laps Seph with his inhumane atrocities as well....what's more impressive; burning down a small town & killing a CEO.....or conquering the World? Kefka 1.....sephiroth 0!

Cynthia is hardly fascinating but I do remember her as one of the hardest Pokemon matches in my life. Aside from Black/White 2's Champions Tournament.
OF course shirona is interesting considering she was the first female champion in the entire franchise. and probably the most overused female character other than the main for those 18+ fanart doujins.
