I think it's that Illya's been killed so many times she's lived about half a dozen lifetimes, so it's difficult to consider this pseudo-immortal who keeps coming back as anything but some kind of alternate being.
Granted the entire reason the sexualized kids in anime are different is because they are written and act like adults with a penchant to manage complex lines and back-and-forth humor that kids simply aren't capable of.
So the juxtaposition for sexualizing of the characters is just because they are written by, and to basically be, adults in teenagers' bodies. And as usual, doesn't harm anyone to do and is simultaneously cute, hot, and adorable.
