No, anime is not running out of ideas, its only the fact that there's a ton of braindead consumers who are willing to pay their wallets to things that had been copied, rehashed or remade a thousandth times, and it's killing the integrity of both the anime, movie, comic book and generally all fiction industries.
Originality is not hard, you can literally just click "random page" on wikipedia for a few times and you can literally get a good topic to base your fresh story on from there, the problem is the idiots aren't even trying to be original anymore.
