The 3rd PV for superhero series One Punch-Man has knocked out viewers with yet another assault of mind-blowing action scenes, leaving those unfamiliar with the original manga to ponder just how such a series will play out with a hero who can seemingly defeat any foe.

Because I'm fairly sure this guy's a villain.
if you read the manga he is basicly the only continueously returning villain so he can be main cast.
Loved the animation and all, but wish all animes aren't going the same route with casting A-list seiyuus for the shits and giggles.
Some characters in the PV only appeared in less than 3 manga chapters, and they're hiring top tier seiyuus to voice them.
Give newbies a job too, dammit.

If they are hiring top-tier seiyuu for this title then it means the budget is rather high, note that all seiyuu is signed under contracts to their respective agencies. And I believe every newbies did get some roles voicing minor characters when debuting whether from lesser known agencies to the top ones.
You cannot just say - oh, I like this or that voices and pick and mix them like a cocktail, the voice-acting industry isn't as simple as you think. If a license holder no longer has the right to a content, even just projecting the voice is against copyright laws.
The problem I see in recent animes is that everyone is trying to cram as much A-lister seiyuus into their cast as possible, some even for background one-shot characters who has like 3 lines(look Charlotte for example), it's unnecessary and close up way too much occasions for newbies to make a new career.
Everyone is so obsessed with trying to appeal their cast list that sometimes the characters and the seiyuu don't even have chemistry together and you can even hear the seiyuu doesn't even like his/her role and is merely casted for the sake of having a popular name.
If you have so much budget to flaunt, go use it on animations, 2015's average animations quality has been falling from 2012-2013.

The problem is that the budgets is a case by case basis, only the high-end series get plenty of sponsors which probably makes up quite a few of the recent anime. Sadly, those with average to poor animation qualities are the lesser known titles which barely have any decent sponsors.
Like I said before, which seiyuu agency they choose to use is dependent on the budget but also subject to their availability since seiyuu does not just voice one series but several if on demand. I'm not sure where you get the source of them not liking their roles but it is a job, a profession nonetheless, they can't reject a job without valid reason.

Then I read the manga.
I want this.
I like the fact everyone else takes everything serious but he just doesn't nor is he taken serious as no one but genos and king realize how strong he is.

saw the first ep and it's everything we would have hoped for. it will live up to the hype, trust me. especially if the huge boss fights are done right.

Everything can be oversimplified to sound boring if you're not willing to be be invested in the actual story.
