This episode was almost entirely done in the Philippines.
If you see a shitty Toei anime, check the ending credits and you will probably find "Toei Phils." or "TAP", meaning it was outsourced there.
The animation really is crap, they only use three colors, the base, light, and the shade, the eyes have no detail, just outline drawings and paint bucket.

Just watch the battle of gods movie.... at least it's better animated than this.. and is essentially the exact same story.

If you start counting from when they included Videl, Goku's transformation took like 13 min. This doesn't include the first attempt which was like 5 min which means 18 of the 23min run time was them..standing... in a circle..holding hands. I know DBZ is known for shitty slow pacing but fuck man. It would probably help though if toei animation actually tried to animate or something.
