Yes I know what he meant.I repeat IT IS an optical illusion by the "big eyes" make up. The "edges" of the eyes are drawn with black liner which makes the eyes look bigger. The lines are drawn (usually) outward and down.
eg: Her right pupil SEEMS to to be in the center, but its actually on the right edge of it. The makeup makes look like its centered because the lines are drawn outward. The left eye is where it should be.
Actually the edges of her eyelids are painted white to make it look like her eyes are larger. Then eyelashes and thick black eyeliner are applied around the whole thing. This is actually a terrible way to do it, as shown in the pictures.

Her cosplay getting worst lately.
In case anyone's curious, the cross-eyed thing is a pretty common thing in Asia, even to the point of being a "charm point" like Japanese and associating crooked teeth with youthfulness and cuteness. A lot of idol groups, especially the big ones, will have at least a few members that are a bit cross-eyed. I can be hard to notice sometimes depending on the severity and camera angle.
Also, another reason her eyes look freaky up close is that she applies the eyeliner more outwardly so that it makes her eyes look bigger than they normally do. It's a common cosplay and general make-up trick, especially among Asian girls... although most don't do it to this extent.
You can actually see part of Miyuko's real eyelid inside of the eyeliner. Might've been more convincing if she'd blackened those too? Not that I have any experience with this.

Her cosplays are getting really bad. Her earlier ones were, if not almost perfect, are spot on to the character. Her Kuro one is her most popular. Its probably since she left her cosplay group that she went excellent to dirt bad. So sad :(
