First of all, that dress looks bad on her, secondly she's indeed too old and too tall.

Also Lastly Latifa was quite slim, even for her assumed age, she was very slim. The dress here looks like the cosplayer is actually FAT.
A complete disaster in terms of Cosplaying, and this really sad because usually Japanese people do teh best cosplays you can ever imagine, they do 10x better cosplays even for characters from USA fantasy, which even Americans fail to do properly.

The cosplay isn't unrealistic though. Amagi Brilliant Park is based in Japan, so the character will be Japanese(Despite the twist from the magical world thing.. she speaks Japanese..). And while she's also petite, this cosplayer is slim too. You could possibly call the cosplay an older version of the character.
