Had they not did that plot twist in the final few moments of the 13th episode, the series could have ended then and there with the park getting the required amount of visitors. But introducing that bad guy just makes people want more.

But I think we all know we're unlikely to get a second season anyway. They could have cut that one scene out and had the perfect ending. This series sold fairly well but Kyoani will probably be looking at stuff that will bring in more $$$$.
Then again, the anime made some serious deviations from the original LN. Who knows what they'll do.

I think the main problem is a lack of a goal to push any second season forward, the series was built around getting the guests in the park. But even with that twist at the end, it'll just end up feeling like filler until they introduce a resolution to the bad guy story. So like another season of randomness + end.
Be warned the current fansub version is full of errors and little more than guesswork done by someone illiterate in Japanese.

The translator admitted in 4chan's /a/ that he didn't really know JP and guessed it throughout.
He misses basic words like kindergarten and makes horrific errors throughout. No basic JP student would make such errors. He couldn't even translate the handphone message even though it has basic vocab only.
