Why is Sankaku never able to realize that Fate/Zero And Fate/Stay Night Lancer are two different people. This isn't the first time they made this mistake.

From first glance both Lancers have weapons that mimic each other's.
Even down to their physical appearances there really don't seem to be many differences to me either. (True they may be different, but let's at least admit one thing: They both die the same deaths.)

Shirou Emiya (Fate/stay night) and Archer (Fate/stay night are the same people shirou emiya become Archer so why does he get double spots in the ranking of this?
Because the story treats them as different people.
Not to mention they have different personalities and designs, so a fan of Shirou does not mean a fan of Archer and vice versa.
Of course you know this, you're either just trolling or trying to sound smart for knowing spoilers that you forgot to use common sense.
That'd be no different than saying that Chibi (10 Year Old) Emiya should also be on this list. This way all his character forms are presented.
Well, again, the story treats kid Shirou and 17 years old Shirou as the same being, but not Archer.
If you want to get technical, it had been confirmed that in all playable Fate routes, Shirou will not end up becoming Archer, and therefore Archer even acknowledges himself as a separate entity who will continue to exist even if Shirou dies.
Or if you want a more retarded answer: it's because kid Shirou isn't popular, that's why he isn't in this list, done.
