Any list that has Captain Goto in the top 10 is a fine list by me.
No Jet Black from Bebop?
Now that you mention it, that's a bit of a tragedy. I also expected Batou to be a lot higher, but I'm pretty damn happy with Goto and Zenigata being so high on the list.
Jet is super cool, but you have to understand that Cowboy Bebop, while popular in the U.S.A. is consider a mediocre anime in Japan. It isn't in the spotlight at all over their. Just another anime that won't be looked at again. While here in America, and in many other Western countries, it is a classic.
Mediocre or just plain underrated and overlooked? It has it's fans in Japan too, it just never got mainstream or popular enough. Even in the west it's more of a cult classic, at least these days.

What about Himura Kenshin master? Hiko Seijuro! He is in the considered as the best decade for a man, very educated, powerful as fuck and very macho, he even is a heavy sake drinker. And... Nah, forget him, he is never shown with a female "partner".
