Uh, they can be exclusive. It's possible to show women with boobs but not have any intentionally erotic or sexual joke/innuendo scenes. Just girls bouncing around. That's what happens in real life, after all. Of course it'll naturally still be sexy, though. Think of anime like Sakura Pro Wrestler.
