It's a running joke in Sankaku originating from a game critic commenting that the game is "disturbingly sexualized". Ever since then, Sankaku has never stopped using that term to describe anything Neptunia.
I think that was gamespot, Pretty much everyone pokes fun at them for that.

The only thing disproportionate is the head, the rest is actually possible in real life, if incredibly rare.
