It's a running joke in Sankaku originating from a game critic commenting that the game is "disturbingly sexualized". Ever since then, Sankaku has never stopped using that term to describe anything Neptunia.

The only thing disproportionate is the head, the rest is actually possible in real life, if incredibly rare.
In the context of the abstraction in Neptunia's art style, even the head is perfectly the right size. Or does look/feel out of proportion to you?
