It's a running joke in Sankaku originating from a game critic commenting that the game is "disturbingly sexualized". Ever since then, Sankaku has never stopped using that term to describe anything Neptunia.
I think that was gamespot, Pretty much everyone pokes fun at them for that.

It's been running too long now, I think. A lot of people aren't in on the joke and are taking what they say at face value. They should at least mention the words in the article with a hyperlink, at least.

The only thing disproportionate is the head, the rest is actually possible in real life, if incredibly rare.
