Why's Yukikaze (ユキカゼ) backwards on her panties? Something to do with ships or the game?
Because before the American occupation Japan used to right everything right to left, no exceptions, even when writing in horizontal format.
Because it's easier to read when you're wearing her panties on your head and they're covering your face.

I'm still confused, lol. Keep in mind that I know almost nothing of the game and my grasp on the language is abysmal (can read katakana/hiragana/very few kanji, and know very few word meanings). I do see that the ship names backwards is a tag in various places (here, danbooru, pixiv) and are used in doujin titles... is it just an indicator of them being damaged?

Correct answer: Because that's how the names were written on the battleships. It's how traditional Japanese text is written, from right to left.
