There would be no point to the damn show without Bell. Hestia is just a support character, a shallow, 1-dimensional individual that can't stand on their own two-feet without someone else to lean upon.
Hestia has no adventures, that's why it's not about her, and good thing too, a pair of boobs does not make a character good. Her personality would make for a lousy main character.

I think the bath scene was well done, she wasn't immediately trying to get Bell to nail her, instead she was taking a bath getting ready for a date. This shows love and devotion beyond the desire for sex - perfect for Hestia, Greek goddess of the hearth and home.
