The vast majority of these are quite well known, and even well regarded. I'm happy to see them on a list featured here, but seeing them called "unknown" is very disappointing when they aren't.
The survey was done from the Japanese audience so it isn't that crazy that these shows are on here.
Western anime tastes usually differ from japanese tastes.
I was basing my statement on what I knew of Japanese viewers, though I won't pretend I know anything more than what I've soaked in frequenting 2ch, and what my Japanese colleagues/friends have hinted to me. And I can honestly say that the anime on this list are hardly "unknown", unless I've been rigorously mislead.
just me but that list sucks... doesn't even list something that i don't already know about. I was expecting something new to read or watch... at lest one of these to show up

I hated Both Utena and Scryed. Though Utena is mostly because I lose all respect for Utena near the end.

Is Corpse Party really that unknown? I thought it was pretty popular. Guess not?
How is Kaleido Star "unknown"..? It even has an OVA and is translated into multiple languages outside Japan.

I guess this list is meant for stuff that is "unknown" to most anime viewers. Say, you look at 1000 anime lists and only a handful have these anime in their list.
Sure, Kaleido Star has dubs, that doesn't make it well-known or popular. Personally I loved it and would recommend KS, but I'm absolutely certain that most anime people haven't even heard of KS. You also have to consider the huge amount of people who only follow current seasons and what's "in" (current stuff is always "in", duh).
I've completed more than 1400 anime (inb4 haters calling me a weeaboo and shit) and several from this list can be found there, but most of them I haven't seen. Of course I've heard of Baccano (and I wouldn't consider it unknown or unpopular, rather the opposite), but it's not on my list.
Btw it doesn't matter whether an anime has OVAs, nowadays everything has OADs/OVAs, specials, movies etc.
Everyone should read Mujaki no Rakuen.
Who defines what is unknown? How is Baccano unknown? Or fucking Star Driver? Kiraboshi!

Why you should watch 'em, let's give you an example. Call Me Tonight is about a guy that turns into a Monster when he gets an hard on, he calls a help hotline and some hot chick comes and tries to help him with is problem.
Tenshi na Konamaiki is like GTO, only with a girl which is really a genderbendered guy. If she/he isn't pissed off at guys, s/he knocks punks out.

It's a shame that the list, even in Japanese, doesn't let us see what would have otherwise come in at number 30 if they had excluded from the list creepy rotoscoped shows that are basically just live-action with After Effects filters.
The manga is really good and nicely drawn, the anime is awful.
Yeah, I suppose the FLOWERS OF EVIL manga deserves to be mentioned. Maybe one day it will get a proper anime adaptation where the "character designs" aren't just live-action actors wearing anime-style wigs.
Ah, nostalgia and blast from the past. Would recommend all but the anime version of #30.

To be honest quite a few anime (even popular ones) look like crap, so I fail to see your point. Even some that were highly-regarded as visually beautiful now look like utter crap. In fact I'd say the rotoscoping wasn't even the biggest problem with "#30".

If you never watched fractale you're missing out. Its the industry standard for calculating sales volumes.
Fractale sold just as bad as Kill me Baby, averaging at around 700 sold units. It was a pretty crappy show for it's time and everyone will be better off not watching it.

Honestly the biggest surprise to me is the fact that Big O is made the list.
There are a lot of anime I could add to this list, but I'm calling one that no one else will name. That one I consider the first "anime" I've ever seen back in ~1994.
(I highlighted anime because as a child one might have watched countless anime, but it's not known whether they are anime or cartoons. Also, at that time the term anime was alien to everyone^^ I've seen NGE, Escaflowne, Gantz and even rare gems years before hearing the term "anime". Still, I consider "my first anime" to be the earliest I remember watching, which is definitely considered "anime")

Baccano was good, but not #1 good.
Fractale was okay, but it's no lost gem.
Daily Lives is not unknown.
Seto no Hanayome didn't make the list, but I suppose it gets mentioned now and then.
Kyouran Kazoku Nikki was never seems to make radar, though. I'm not actually sure why. Did they botch the broadcast or something? Distribution? Didn't seem like a high level series at all, and it was plenty fun.
What, no mention of the infuriatingly-titled Sketchbook: Full Color's?
All in all not that bad compared to the usual lists that get posted here.
Out of 7, 12, 21, 23, and 29 are any particularly noteworthy?

Also anything that Ikuhara farts is gold, go watch Mawaru Penguindrum preferably without reading spoilers.
I'd like to add Rah-Xephon. It's from the era of the Eva clones, except Rah-Xephon didn¿t try to just be "like eva". It pretty much tried to school Eva on proper writing and in many ways it succeeds.
Also Planetes for the most realistic science fiction anime/movie ever. It makes the movie Gravity seem fake.
And do give a try to Okusan wa Mahoushoujo. It starts slow but it get's way better towards the end.
That's a nice list, of least popular shows.
