They do not look as normal naval guns at all. Maybe those are for self-propelled ammunition, like rocket grenades?

The quality is awesome, in all aspects... Check the paint work on the shoes, superb.

They look very modern to me, is she a special cruiser?
Oh, she has appeared in the anime, as a background character with no lines whatsoever. She hasn't been shown in combat, so yeah you've never seen her equipment.
And if you look closely, she's wearing the same uniform as Yuudachi, so that makes her a destroyer of the Shiratsuyu class.
The form depicted in this figure is her 2nd Remodel, like Yuudachi's transformation in the previous episode.
Quite a number teitokus and fans are disappointed in her lack of screentime. :<
