Fubuki's increased anti-air stat will probably change the outcome of the battle. That's the only way I can make sense of "Fubuki is the key to this operation".

None of those come with a Anti-Air Fire director for AA Cut Ins. Hatsushimo does but she is absent and has the worse model.
Nothing stopped TTK from taking that Fire director and putting it on another ship though
He could've leveled up Shigure. Sure, her 2nd remodel anti-air stat is a bit lower than Fubuki's, but her level requirement is lower (5 above Yuudachi's, and 10 below Fubuki's), and her high luck stat helps a lot.
Ushio is another high-AA destroyer when remodeled, but she hasn't appeared at all. :<
Nobody could spare Akitsuki, so the Admiral took Fubuki instead. He knew she will have strong AA after remodel, hence the encouragement. However, he doesn't want to break morale or look like an arsehole, so he said he wanted Fubuki to be his waifu.
I hope they do, even though it would mean the death of my waifu Kaga, watching the butthurt from all those who take it too seriously would make it worth it.
