You're probably too young to remember but censorship in anime USED to be the character's hair, conveniently placed objects or as a last resort, non-detailed "Barbie doll" nudity. There were no sudden beams of light or shadows or pop up bars or birds/bats/ufo's/etc. In fact (and this is according to the creator of Urotsukidoji), the entire reason the anime industry got so hooked on panty shots in the first place was because they couldn't show uncensored upskirts. Now they're censoring panty shots.
