Multiple girls in the same class can have huge "natural" breasts in the anime world, just like they can have retarded ahoge/pointy hair and pretty much everyone can have the same thin bodies, big eyes, and pointy chins. Breast size can also fluctuate between scenes because total 100% consistency is impossible to achieve. You just can't think about any of that if you want to be able to enjoy any anime like this.
But it's true that there are a lot of real life girls who get natural big breasts (even as big as their head and yeah, even bigger than that although it's more rare) even in their teens. And guess what? People call them "fake" and "porn stars" or assume that they're "sluts" and "loose" and basically ruin their lives with ignorant comments and assumptions like that, making them want to hide and cover them up and also leading to tens of thousands of breast reductions to happen every year (but no one ever dares to call out "fake!" when a girl has surgically reduced breasts, eh?).
