Funny, I was thinking the exact same thing.

Seto Kaiba should be higher up the list in terms of wealth, he pretty much owns his own company, has helicopters and secret bases and shit. More than most of the other characters. Certainly Asuna Yuuki is inherited wealth, Kaiba has actual wealth.
Kaiba stole his wealth from his adopted father, Gozaburo Kaiba.
Actually Kaiba enacted a hostile takeover of Kaibacorp which is common in business in this day and age. From there on out he grew the company and his wealth. I wouldn't say he stole his wealth.
Some are a few leagues above in terms of wealth; only companies, helis, and a few safe-houses, puff, even a lowly self here by 2 degrees of separation personally knows a few like that.
And running/owning infantry-based PMC is very costly, but owning mass combined arms PMC is a whole different ball game all together.
Mendou Shuutarou owns his own private army and comes to school with a fighting jet every day. He also owns multiple islands and somehow most of Japan.
If you're talking about actually earned wealth, the guy from Arakawa Under the Bridge comes to mind...
Not to mention Mendou created a bridge or a skyscraper or two in a day or 2. It is technically doable, as demonstrated by China and elsewhere with pre-fabs, but very costly on a monthly timetable, not to mention other minor or major details.
While minor characters, Asuka Mizunokoji, Mizunokōji Tobimaro, Mendō Ryōko, etc should be mentioned before Mendou Shuutarou. Shuutarou is sexy only because of his access to the family wealth he will inherent; the previous 3 are sexy despite of it. (Love the iron/steel maiden) Recalls an episode where it shows Mendou Shuutarou is just a much insanely wealthy version of Ataru Moroboshi.
That said, Mendou's family fictional wealth is probably more then the total wealth of this world. So much wealth it eclipses Gates, Buffets and other's combined wealth.
