Pochako is not actually overweight or even chubby. If you resized her boobs, she'd have a completely normal body. The reason she looks 'fat' is because you arent used to seeing an anime head be properly proportionate to a body before. Weirdly enough, her giant boobs make her look less weird.
To see for yourself, find a photo of a woman online, a celebrity or such, with body proportions you consider normal. Open in photoshop and trace over her on a new layer, but give her an anime face. Your mind will tell yourself that her head looks too small, which makes her body look fat. Then, resize the head to a riduclous size and realize how hilarious anime anatomy actually is!
