It's just because they normally change around things in really stupid ways for reasons unrelated to story telling.
Often they need to fit it into a certain number of episodes, or want a certain character to appear sooner for marketing reasons, or they want to try and make the first episodes "attention grabbing", or the animation director is just an egotist that thinks he knows better.
Deviations from the source aren't always bad. But more often than not they are.
