It doesn't look like a retro shooter, it looks like a really poorly done modern shooter. No amount of boobs can save that.
Hard to say. The level designer is obviously so bad he should be either shot or kept away from computers by a court order. In any case, the design is so abysmal it masks the possible capabilities of the engine, making it look like one of the earliest generations of 3D engines from the 90's.
100 dollars says its a Unity engine game with everything but the girls ripped straight from the asset store.

Yeah, but who knows what kind of graphics and even lighting the engine would have been capable of when the level designer decided to use a grand total of three textures and architecture consisting of nothing but random corridors and nonsensical rooms. All of it naturally with shadowless ambient lighting.

It reminds me of DOOM. If they were aiming for that, they did ok. If not, then yes, it sucks.
Doom had way more detailed and interesting level designs, and that was 20 years ago. So if they were aiming for Doom, then no, they did not do okay.

this looks like a typical zandronum (a doom source port based on zdoom) mod to me. its doing nothing at all that zandronum cannot do, and zandronum is based on a 20 year old game engine.
and by typical i mean the china quality as well as the technical abilities of the port.
