No, that's not the reason. The reason is because they look the fucking same. Clothing and accessories may be different, but there's not a whole lot of variation in the different styles of drawing, which leads to characters looking the same. Why do you think they use so originally used so many unnatural colors for hair and eyes? It's so you can tell them apart when they aren't speaking.
Change the hair and eye color on almost every picture in this article to be the same, and they end up all the same character.
Some of them are almost generically lookalikes.

Actually, in the Ligth Novel of Toaru series, Accelerator takes a way more important role as the story expands itself in the third/fourth seasons...
ALL of those characters are side characters for a reason... They only work in small dosages.
Would've been awesome if Mamoru Hijikata or Teppei Genda was in the list. Shame Until Death Do Us Part manga hasn't had an anime adaptation
Izaya Orihara (Durarara!!) is by far the most interesting choice as a main character imo. I mean he's unpredictable, fun and manipulative.
OK so Hijikata and Okita are awesome but Gintama is a gag anime and they have plenty of screen time, just having one of them without the rest of the cast doesn't sound like a good idea.

Well, he is the deuteragonist in the main series. That is enough, in my opinion.
