Why do people like Mami outside of how she looks? Reminder she killed her friends.
Mami was unique in a couple of ways. For one, she used muskets, and used them awesomely. For a second, she was the only truly sympathetic wish in the series, as she was free of drama--she was on death's door from a car accident and simply wished to keep living, which is the most relateable and pragmatic wish of all the characters. Lastly she was a solid and good person who didn't do anything infuriating.
Also muskets. Infinite muskets.
Her wish was not to die alone. That was granted when she died surrounded by her friends.

To spare them the fate of becoming witches. Were you even paying attention? She was a good character all around and could've made for a better lead if the circumstances of the way their powers worked weren't so grimdark.
So it's ok to kill real people to spare them from getting cancer, HIV, other diseases, dying in accidents or from old age? Nope... what Mami did was basically the same as killing someone who might die in a couple of weeks. Even if you know they'll die, one doesn't kill them. But whatever, not that I care^^
On the topic of Mami: I've seen the series once in 2011 (plan on watching the movies, just not in the mood). I actually never understood the hype around Mami :/ She died after like 3 episodes and IIRC she didn't appear again until Homura relived the same scenario repeatedly, which IIRC was 2 eps long, in which Mami was in like 2 scenes seen freaking out and killing/getting killed.
So where exactly does she get all the fans from? During the first 3 eps until her death (which itself is very popular)? IMO Mami wasn't unlikable, just underused in the anime... resulting in me not really bonding with her :/

No she wasn't thinking when she did it, she got scared and thought of them as monsters.

Wasn't that only one of the iterations of the repeats? They showed a few as a montage if I remember correctly, but I don't remember if it was a common thread between the repeats. They just focused heavily on that one as a way to show how different and unpredictable each cycle could be.

But Homura probably didn't qualify for the list because she already starred. Her name might not be in the title, and she spent the first half keeping to the shadows as Madoka and her merry friends went on their blissfully unaware magical girl adventures, but it's still essentially HER story about keeping that titular character alive. And if you don't wanna believe that she starred in the series, she most definitely starred in Rebellion.
For what it's worth, she did have the longest history as a magical girl (discounting Homura's repeat time loops), which also included an association with Kyouko (one which, despite being Mami's fellow veteran, barely ever got focused on in either the series or the movies). This backstory has been featured in various media like the third CD drama, the Different Story manga, and the PSP game, but it has yet to be animated.
There is no Kuroko without Misaka. If there is another story about Kuroko without her Oneesama she wont be Kuroko.

Yes, Kuroko needs her Oneesama, but a show can have the focus be on Kuroko, with Misaka having much less screen time.
A story that concentrated on Kuroko working on her Judgement duties, in conjunction with Uiharu, would be interesting (to me, anyway). You could also interweave Kuroko's continually failing attempts to seduce (or outright molest) Misaka, similar to how the Coyote never catches that Roadrunner.
I'd watch this.

Vi Graythorn? OK, seriously, does anyone even use the Case Closed names at this point? Adult Swim canceled the show about a decade ago (by which point, I don't think Ai even had a chance to appear), and last I checked Funimation didn't even continue the DVDs.

Apparently so. I didn't even know her English name myself before I saw this list followed by a quick search just to confirm. Anyway, I think the replies to my comment prove my point: people are far more liable to recognize her by her original name. I know Sankaku Complex has a tendency to use English names (namely with Pokemon), but it wouldn't be a stretch to say that this is one case of the English name being too obscure to be worth using. It's almost up there with referring to Goku as Zero.

First female anime supporting character that comes to mind is Touma Minami from MINAMI-KE, as played by the rather popular seiyuu and singer Nana Mizuki.
I could easily see the Minami brothers and tomboyish kid sister being the main focus of their own spin-off, which would, of course, have sporadic appearances by the three sisters of the other Minami family.
Although, really, I just want another season of MINAMI-KE, I don't care which Minami family is in the driver's seat this time.

The title is a little odd, but is grammatically correct. Star can be used as a verb, and English doesn't require an object, though sentences without them may look somewhat awkward.

I have no problems with this list, despite not personally being a Kuroko fan. I can very well understand why so many people like her, though. However, I find it hard to believe the majority of voters were female. How many girls/women would even watch a show like IS, yet Charlotte is #4?

She's too normal in a bad way, meaning she couldn't handle being a protagonist. There was this one spin-off novel where she was in fact the protagonist, but she just didn't fit the role, imho. She even had an action scene by herself, but that was just weird.
