I dunno. I'm not familiar with City Hunter, albeit I'd be willing to give the benefit of a doubt, but Roshi definitely deserves to be near the top.
On the bright side, Tomoki's on the list at all. Most the shows here haven't had a new season for quite a few years now, so I'd say it's better than the average Sankaku list in regards to long-term memory.

Saeba Ryou is mostly just there for the older ladies, as he mainly goes for the women other characters on this list avoid due to their old age. Though he only acts perverted most of the time and isn't really that perverted, when it comes down to it. The perverted things he did aren't even close to being as perverted as what real perverts do. For example, he wouldn't even buy used pantsu from underage girls and that's real low level stuff for a true pervert.
