2003-2006 old days? Anime has been around for 100 years. And there has been plenty of violent anime during and before the 2003-2006 period. Wicked City and Ninja Scroll from the late 80s/early 90s come to mind.

I don't really get that vibe, edginess has little to do with the content and everything to do with presentation. Even something as simple as pouring a bowl of cereal could be made edgy as fuck and mass murder could be made happy and serene. To me Cross Ange seems fairly indifferent and either abandons most of the hallmark edgemaker scenes after a few frames instead of really driving them home or purposely makes them as detached as possible so they carry little to no emotional impact, in a good way. It is a pity about the captain though, she seemed like the perfect character to generate a lot of yuri action.

I mean this is MD Geist violent, not EoE violent. Although it's obvious they pay homage to Asuka's fate at the hands of the MP Evas. Anime used to be bloody since the 70's, heck even Zeta was violent and that was a kiddy show.
But notice how in good shows and films, they don't go overboard with the blood spilling, and even when they do show gore, it's done in a subtle, implied way, so as to have more emotional impact. It's what's not seen that arouses horror, not what is seen.
One more thing I hate how blood itself is depicted in anime nowadays. It looks like dull, matte dyed water was splattered and sprayed all over the place. Correct me if I'm medically wrong, but blood should look darker, distinctly strong in color a little more viscous and flow freely instead of just splay all over. A great example of proper blood-work done right in anime can be seen in the Rurouni Kenshin OVAs.
You're not medically wrong. But then the eyes of these girls are too big too. They're also too strong for their physiques. And there is no way that any military would rely on 12 year old girls to save the world.

To be honest, I am puzzled whether the author of the original article's text has actually watched the episode.

Actually, Ange undergoes a remarkable development in this episode, quicker than I would have thought plausible.
From the tragic survivor branded as killer of her three comrades at the beginning, when she aggravates the other fighters further by interjecting "I'm not guilty killing them but anyway they were just norma" to the new abilities apparently caused by her blood-stained ring to do some mana-light materie-manipulating thing and transforming her battered scrap mecha intop a shiny powerful one, and actually taking down the dragon beast that had killed the three and left her wounded previously.
She seems to have gained fighting ability and confidence, and maybe that killing instinct that was a reason for norma having to be quarantined, so it remains to be seen how she is received by her comrades after the last successful battle.
In resum: Be a bitch bourgeois, irresponsible, childish, smug, who have the fault of 2 rookies and one commder be killed gained skills to fight and become a Mary sue at the end.
Being able to just merrily knock the pilot out of her hoverbike/mech thing seems like one hell of a design flaw
