Well, at least Cardcaptor Sakura is there in a decent position.
What surprises me is that all my favorite majokko shows are subversions of the genre.
Sailor Moon was a majokko with a Sentai twist.
Card Captor Sakura was twisted about the dynamics of transformation and the separation on/off duty magic use.
Princess Tutu and Madoka Magica are have a tragic, dark twisted where the universe turned out to be far more cruel than you would expect from a majokko show.
Nanoha is a magical girl with a militaristic twist.
I'll add two mind blowing ones, Utena and Penguindrum. Both tease with majokko elemetns but neither is one and neither will disappoint you.
Finally I'm going to recommend you "Okusan wa Mahou Shoujo". Let's just say I recommend it till the end. It may be too ecchi for some tho. But this is Sankaku.

I love Sailor Moon for blending mahou shoujo, sentai, and cutey honey, lol. But I think it's not on this female fans anime list simply because it's actually far better as a manga (especially since the original manga was far more directed towards females). I haven't read the manga but that's what every Sailor Moon fan I know that has read the manga (as well as seen the original Japanese uncut anime) has told me.

SAILOR MOON's as "Magical Girl" as KIKI'S DELIVERY SERVICE, at the very least. Kiki, by virtue of being a magic-using female, is a "magical girl", but she's not mahou shoujo in the conventional sense.
I thought the same thing but I guess if witches are included, then Kiki would be a MS movie that most everyone would/could watch. It's anime without carrying the stigma of anime. So it's ok right?

Note that it says "Mahou Shoujo Anime" meaning titles with Mahou(magic) or Majo(witch) and or any magic casting series goes into this category. It did not imply there is any transformations involved. I call BS. Kiki isn't Mahou Shoujo. You can't just have any series with female characters and magic in it, otherwise you may as well include Air in the list.
To be a Mahou Shoujo a series must have:
-At least one female protagonist
-That has an overly long transformation scene
-Doesn't have her face covered when transformed
-Is capable of using magic when transformed
(Does not require that she can't use magic normally)
-And uses said magic to fight monsters/magical creatures
Setting aside that Kiki's only magic is flying (On a broom, no less, not even straight-up flying), she never transforms. She also never fights anyone or anything.
CCS barely applies because, while she doesn't, herself, transform, she does have a transformation scene involving the key. Plus, she gets outfits from Tomoyo, although that part isn't required.

Art was garbage level Tier, show didn't actually introduce anything new to the genre despite the fan claims.
Worst were the fans that hyped it beyond the heavens and back and shit talked any other mahou shoujo or ignored it when others pointed out that another show did that before already.
The only Thing it everrated as high as it did was because it was a lot more recent than other top of the line mahou shoujo and because of how the fans forced it everywhere.
This is your cue to stop listening to the fandom and just enjoy your anime. Just about everything is ruined by its fandom these days.
Madoka's pretty great if you haven't watched much anime, or if you haven't seen an anime deconstruction /relatively serious mahoushoujo anime yet (Tutu, Nanoha, Red Garden, Bokurano, etc). Otherwise it's just holds together surprisingly well given that it's basically just a short Mystery Box anime with a hokey script reapplying common dramatic character arcs to the mahou shoujo genre (so common in fact it comes across as a fraternal twin of Kamen Rider Gaim).
