The first half though, the 18 year age limit has little to do with the age of consensus which is probably what the other poster referred to (which is 16 except in some repressive states in the US where a consenting person is legally raped if with someone right over another arbitrary sometimes more flexible limit).
These ages were set a long time ago though. Personally I find the Japanese to have it about right at 14-16 (probably with some rules on the side on what age groups constitute taking advantage).
The age of political and economic majority should probably be lowered to 16. The 16 year olds of today are far more capable than those back in 1900.
