While I'm aware of this trend but it is starting to fade away. And don't forget that almost all animes is based on mangas, and not every mangaka is a veteran in this field, some are new generation and young trying to debut their first work. Of course there is collaboration between writers and manga artists, so we can't really put the blame entirely on both.
Then there is the anime adaption and being produced by close to hundred or less of staffs depending on budget. From storyboard to character design and the director, we could say that anime projects has nothing to do with the original author unless otherwise stated in the credits.

It's definitely a dying trend, unfortunately. A female character like Fujiko Mine or Motoko Kusanagi isn't even considered attractive anymore by MOST guys these days simply because they're too sexy and not "cute" enough by today's standards, they're clearly drawn to look over 18 so they're "old ladies" by today's crazy standards. We fucking need more hot WOMEN like this in anime, because the current popular trend is, at least in comparison, beyond ridiculous.

I hope you don't bring that into real life too and bully real women with real (or fake) big breasts. Personally, I like all sized breasts, but when it comes to anime I prefer larger ones because for some reason anime usually makes big breasts synonymous with maturity and adult women, rather than smaller chests which usually belong to children. Yeah, I guess anime tends to fuck up everyone's perception like this...
