Where did you get that number? About 24% of USA population is under 18. Unemployment rate is about 6%. Do people pay taxes from their pension? If not, you can add about 13% (65+). That brings the number to 43%.

In Finland, those numbers are 22%, 9%, 19%. And income from pension is taxable. Also, apparently there’s ~38% more people getting pension than there are those who are over 65. Average pension is about 1500 euros, average pay is about 3100 euros.
