Clever. It is not about sexism. AFAIK, this shade of pink (pastel pink) psychologically affects people surrounded by it. It calms and pacifies them, makes them feel subdued. Some police stations and prisons are using this method, actually.
Maybe they just don’t want people (especially inmates) to know the actual reason why they painted this jail pastel pink. It works better that way.
