Yeah, I was confused by that too. Kagura's not tsundere as far as I've watched the series, she just don't give a fuck.
In the Be Forever Yorozuya movie, the grown-up version of her is a tsundere...
To reiterate, the movie even jokes about how she is a waste because she isn't a tsundere.

She only stays Tsun in the Anime. In the Novel she mellows out quite a bit after Saito dies.

Senjougahara isn't even remotely tsundere. Tsundere have trouble admitting their true feelings and so they end up abusing the object of their affection out of frustration/embarrassment. Senjougahara freely expresses her feelings for Araragi, she just enjoys teasing him because she's an S.
Hitagi is more of a Kuudere/Himedere.
