Never. Contrary to popular belief, boobs are filled with fat, not water. They're rather heavy and gravity pulls on them rather strongly; they'll bounce but they definitely don't bounce all the way back as you see in fanservice.

While they do have milk, they're never literally like milk balloons, even after pregnancy. But despite that, liquids are heavy too you know (so ironically they'd be more bouncy just the way they are), so what we believe doesn't really effect how we want to see boobs behaving in 2d. Realistic breasts in a sexually charged 2D fantasy animation is just boring. Without at least a little exageration there's just no point. Regardless of whither an artist has seen something in real life or not, what matters is how they see them in their minds and the details that stand out to them most and what they wish to emphasise to create the effect and reaction they want. We focus on our ideals and what we see as perfect. All of tat said, real breasts do bounce a lot like animated ones, depending on various factors. Different breasts have different amounts of elasticity, for example. Firmness also comes into play. Size also effects all this. Also what's being worn. Smaller breasts bounce a lot more when braless but larger breasts bounce higher if the right bra is worn (while chances are they'd actually bounce less high if totally naked, although they'd certainly still wobble and jiggle).
