If there's any criticism to be levelled here, it's simply that the cosplayer's body isn't petite enough to accurately portray the 'young' vampire, nor large enough to accurately portray the 'old' vampire.
also, added note, when he said "Skimpy", he wasn't referring to this cosplayer's clothes. He was just saying in a sarcastic way like "Oh yeah, how dare they not add an 8 year old in a skimpy dress" since the guy in the 1st comment above says "Ew, she's far too old".

No, that is not what I meant. Of course they should not dress up an 8 year old in a skimpy cosplay outfit. But neither should they dress up someone in a particular character's outfit when they have no damn hope of even coming close to looking like the character.
This is not to disparage Asae Ayato in any way; some of her other cosplay efforts have been astonishing. And she herself is quite beautiful, of course. But she's not right for Shinobu. It just doesn't work, at least in my opinion. Her facial features are far too adult for a portrayal of this particular character.
But that's too long an explanation for most Twitter-conditioned readers to even bother with reading, hence the attempt at brevity by shortening all that to "she's too old".
compared to most of the other shinobu cosplays Ive seen, she looks far younger and actually resembles the character..
