If not counting fillers, S2 was better. But second half (i.e. fillers) was more horrible than in S1, yes. Bot much, but enough.
The only thing "weaksauce" about it is that WWIII has yet to happen nearly 5 years after JC Staff began animating Index.
Absolutely this, I don't even know why, Index/Railgun outsells most of the shit they produce too. Why they can't just do more Index is baffling.
Season 2 of Railgun had the most important arc of the entire series so far. The current events in the manga don't mirror the Index continuality, the Level 6 shift thing, Misaka has always been Lv 5.
season 2 was disappointing indeed. I thought season 1 was really good though....

Cowboy Bebop is anime none the less, japanese made, and to that matter with some of the great musical talent involved there.
But it is more popular in west than in Japan.
It was popular enough in Japan that a movie was made for it.
Even if they polled Japanese, I'm a bit surprised that Railgun was on top. I didn't think it would make it on a poll like this.
