Some browsers let you pause GIF animations by pressing ESC, but that doesn't help here because all that does is close the GIF window. Why not save the GIF file and open it in something like GIMP? You can then hide the layers in turn until you get to the frame you want. Or get the original and just single-step when you get to the good bits?
GIMP doesn't allow for external animation files. You would need Photoshop.
Use gif scrubber add on for chrome instead of nerding around.
