What goes on through the average jap mind when they add such scenes in practically every anime out there ?
Bathing is a part of Japanese culture, so what "goes through" their minds is depicting a cultural touchstone with which Japanese viewers can identify. Sorry if it doesn't appeal to your prurient interests by not "showing anything."
Maybe it wasn´t the breasts you wanted. However it did give an excuse to show the scar around Chaikas neck, which is usually covered by her clothes.
