I dont think it really is meant in this way. I mean when the reaction to things like dojiko behaviour is "moe" it has nothing to do with maturity. I could think of other examples but it isnt really about age in any of them.
Bloom could also refer to simply the blooming of emotion in response to cute behaviour. Was what I originally took it as actually until the k-on and people sort of started using it too describe cutsy art styles.
I guess it could be used as the Japanese equivalent of "precious", something you want to protect or gives you feelings of wanting to protect. But she still comes off as more sexy than precious to me anyways.
