Things required for a character to be a loli:
Childish Face
Young-looking, Petite Body
Mikuru from Haruhi has a loli face, and is therefore a loli character despite having huge breasts. Usually she's referred to as "ロリ巨乳" (Busty Loli) along with Tiffania from Zero no Tsukaima. It really doesn't matter how big their boobs, thighs, and butts are so long as they look young elsewhere; Lolita is technically a post-pubescent child with hyper-sexualised characteristics. I’m pretty sure it’s not really that difficult to design a costume that looks otaku/loli and have Swedish influences. I understand why they chose Japanese style costumes rather that being creative. But still it's sad!
