Police are looking for a woman who outrageously dared to speak to two little girls in the street, making an unusual change to their constant stream of warnings about men who dare to speak to, look at or inhabit the same space as girls they do not know.
According to a Hyogo prefecture crime advisory, a suspicious woman i told two little girls playing in the street to “stop looking at me!”, after which they made themselves scarce and reported her to police instead.
The suspicious individual was a woman wearing black-rimmed glasses, a white skirt and black top, and looked to be in her late twenties.
The ever mounting incredulity about the content of these reports was quick to surface online – with even being a woman evidently not much defence these days.

I think it is more about procedure than anything else. I doubt the police are actually going to look for her.
By creating a record of it they build trust with the community by showing that they listen to them and they also have a record of it in case something bad really happens they can show they tried to do something about it and maybe even help with a larger investigations.

Yeah, this is the first time I've seen someone post a plausible reason for these reports, rather then some form of the 2chan 'party' line of "IT MUST BE ILLEGAL TO EXIST WITHIN 200M OF A GIRL!".
I think it's actually more that once they receive a report about a suspicious person, they have to post an advisory about it no matter how asinine the report is.
Of course, no criminal investigations actually follow in cases like this.

The comments I see on stories like these always seem a little immature, and lacking in any understanding of the situation. I have always felt there was more to these stories than was being reported in the articles. At the very least this individual sounds unstable, and could be a danger not only to herself, but to those she comes in contact with, why shouldn't the authorities be looking for this person?
the same people on here complaining, would also be the ones complaining that the police should have done something if she ends up hurting someone.
How did it get from "don't look at me?" to "hurting someone"? Probably won't, but they are not doing their jobs if they don't make sure.
