You’re comparing to large land like U.S and Europe to a tiny island surrounded by sea water.

Japan’s agricultures are way too small to provide enough meats. Tougher safety standards. Thus meat price there are a lot higher. Importing meat costs same amount due to tax and shipping. Plus the risk of quality of the meat.

There is no more land in Japan to expand commercial farming. All they have is the ocean, where commercial fishing is the only way.
