Attention... human, especially woman need it.
Perhaps it make them feel valuable and not shunned down by society or some crap.
I imagine a great many of them dream of getting enough attention to make a career out of cosplay, like Iiniku Ushijima or Lenfried; then make a handsome living off of photo collections. Unfortunately most of them don't understand how ugly they are and never bother learning photoshop. You may notice many of them have signs with their twitter and/or person websites.
I'm with you, this is more than just cosplay. These girls are behaving like genuine sluts but to what end? I can't see how they can profit from this in any way. I'm a guy so I'm happy to see this but it does arouse uncomfortable suspicion in addition to just being arousing.

Let me tell you two useful pieces of information: 1. You can say that they are cosplay otaku, so yes they are otaku.; 2. See genshiken.
Well, history lesson, kinda, when all this started to catch on, models and aspiring models started to show up, then gradually over the years ugly girls disguised with makeup, thinking they even had a chance to get noticed by professional photographers, pushed the hot girls away and started showing up, now we have this jumbled mess of fatties and uglies that think they are hot because a bunch of virgins surround them hoping to get a glimpse of a nipple slip, and people on a forum that can't get real girls comment on how hot these skanks are.

Did you even realize that cosplayers have to pay an extra fee at Comiket in order to come into the convention? No? How about STFU about stuff you don't know about, moron.
Some of these costumes require days, weeks, even months of work. No one in it for simple attention whoring would commit to that, especially not the attention from creepy otaku.
No non-otaku girl would willingly brave the slimy crowds of comiket just for the attention, the reward simply isnt worth it. There are greener pastures for that, like the streets of Harajuku and Shibuya.
