With SE struggling financially they won't be spending extra money to release for a platform that no one will purchase it on or that everyone will just pirate it. Not saying this is a good outlook, that's just the way they think.

Blatant celebrity endorsements is a thing in Japan, and one of the measures of a celebrity's worth. This isn't SE actively seeking out manufacturers to make Lightning their product ambassador; the manufacturers' marketers came to them.
Imagine the day you see Radiohead endorsing a cereal breakfast food. For the Japanese, "it's Tuesday".
I mean seriously man, that's some serious dicksucking Toriyama's gotta do to receive that much attention in SE.
A lot of people like to bring up Japanese popularity polls in defense of Lightning, but we're talking about an industry where viral marketing is absurdly rampant, from Famitsu reviews, to celebrity endorsements, to mass posing as anons on message boards.
If the XIII series really sold that much in Japan, Toriyama wouldn't have to admit about the series shortcomings, and Lightning Returns wouldn't have been such a radical departure from the prequels in terms of gameplay and sheer amount of promised content. In fact, dem Japs are wholly more content if it only gets recognition in its homeland because they pay more for each copy sold and they'll simply cease localization to cut costs if they think it won't work elsewhere. Just look at the history of Tales Of games.
And this is why i will not be paying for this game *facedesks* how the mighty square-enix has fallen over the years :(
