Tomoki is different than the other herbivore men character in those show. He did not blush every time he accidentally open the door and some girls changing cloth, instead he is more assertive and will jump like wild animal towards the girl.
He is thoughtful of his female companion sometimes, so he is not coming out as total jerk. Tomoki is pervert, but also a nice person at the same time.
This make the Sora No Otoshimono extremely funny as a series.

Highschool DxD had less ecchi content than the first season.
Hyakka Ryouran, had little fanservice for an ecchi anime with not much else to compensate.
Sanran Kagura had such little fanservice in it, I don't even think it's classified as an ecchi anime. What little fanservice it did have was bras, and I'm pretty sure non-ecchi anime show bras all the time.
Don't you remember the days of ecchi anime with more than one ecchi scene or moment per episode? Like Ladies vs Butlers or Seikon no Qwasar or Ikkitousen or Queen's Blade?
It's been a while since we've had one of those. Most of the recent anime that have been classified as "ecchi" for some reason have paled in comparison.

The path the anime took takes it away from some of the important story aspects of the manga. That being said, the manga has taken a twisted turn in it last few chapters.
The 2nd season need to be changed to allow the 3rd season to follow the manga (not to closely mind you). Makes me wonder if this movie is the prologue of the 3rd season by making the required changes to the 2nd season.
Forgot to add: I hope that they improve the quality of the anime a bit; and perhaps improve on the fanservice while they are at it ;-)

Actually I don't think they would have to Chang the second season... Chaos turned good in the manga then she became a "bad girl" for Tomoki although she was trying to be a "good girl".Chaos turns good after being brought back to life. So for the third season they could have Chaos take something out of context or something happens and she turn bad. Then she tries to kill Tomoki and fails after that she takes "Senpai" to the synapse to destroy everything. Then while everything is being destroyed Tompkins travels to the synapse and has a big battle with "The Master". He meets sohara turn everything back to normal. Then he becomes the master of the other angeliods and then "The Master" returns with a new type of angeliod and kills Tomoki... He get revived as a angeliod with the ability to dream or something like that
