TTGL was a throwback to old-school shounen aesthetics, like this show is. The screencaps feel more like Needless than TTGL though.
They're referring to the style show in anime such as BIRTH and Machine Robo Revenge of Chronos. Lots of hyperkinetic action, blobly look people and high contrast shading.
I freakin love that. it's the reason i fell in love with anime in the first place. it's almost hyper-realistic, if that makes any sense, while at the same time being nothing close to realistic. anime today is the exact opposite. zero realism, while trying too hard to be the mundane kind of realistic. IMO, of course.
When you describe it that way, I can't help but think of Jack Kirby. The exact style is totally different, but he also had a very signature way of exaggerating his designs so they all looked larger than life.

As far as visuals go, it derives more from Gurren Lagaan than older shows.(for obvious reasons, when you see who made it)
Calling it "retro" is a stretch; you wouldn't call something retro if it's derivative of something only a few years old, even if the previous work was derivative of other older works itself. In that case, you could chain different works together on a timeline and call just about anything "retro," because ALL modern media is derivative of SOMETHING.

I am not sure how "retro" I would call it — more of the rarefied essence of idealized memories of old anime as filtered though very current sensibilities — but done well, very well indeed.
