They will never cross the line with Rito actually getting romantically involved with one (or more) of the girls because the manga is based *entirely* on the tension generated from them *not* getting romantically involved.
The entirety of the plot is and always has been about how many new and interesting ways they can get Rito to trip over a girl and end up in what clearly looks like an 18+ situation.
The gag is old and tired, yet the manga still sells.

I can at least think of two other ecchi manga that are much more worth reading than to-love-ru. The only thing that keeps to-love-ru going is Yabuki-sensei's crisp art; other than that, it's just another generic harem story about a pansy, undecisive main male character with a twist of sci-fi and Doraemon.
You don't need story to read hentai/ecchi.
