Heroic spirit? Illya is dead in that series. She is just a zombie in this one. A dead loli zombie.
All of the heroic spirits are dead in that series (hence the "spirit" part.) Shirou is a complicated exception.
Let me explain:
The gem used to summon archer(shiro)is linked to him from the present(series progress) to the future. Apparently, if you follow the saber route, he may continue as Rin's apprentice while he doesn't know she saved him the first time he was stabbed by lancer.
Now to the specification of the link, the Tohsaka family heirloom changed from Rin's dad(?) to Shiro as the gem is now infused with Shiro's prana/mana over the years of training to become a heroic mage.
"That can't be right, the time for the summon and the time of helping Shiro isn't right"
It is if you think about it. The artifacts of Saber, Archer and Rider(Fate/zero) was not tampered with prana/mana so it was still linked to the hero in question. "Essence" is what I'm basing this from. "The longer you use something, the more it becomes yours and the more people seeing you with it registers in your legend/story." The grail summons the hero connected to the artifact and it just so happens that Shiro made his mark in the world but not in his younger years which explains Shiro's(Archer) form taller and has a deeper voice.

I've been avoiding the manga to prevent spoiling the anime but I really hope she pulls it off during the anime series timeframe. I mean she saw the Unlimited Blade Works Phantasm when she transformed.

Since there is no Holy Grail War in this world, I wonder if there is even a Holy Grail.
Anyway, the base hidden mana/prana capabilities of Illya is actually quite large. So it's to be expected she can mimic the actual heroic spirit (with restraint to her small stature body).
